This story is continued from Legends #1 and continues in Legends #3.

Synopsis:
Following a battle between Captain Marvel and Macro-Man in which Macro-Man is killed, G. Gordon Godfrey convinces the public that super-heroes are a menace. Doctor Bedlam, who was secretly animating Macro-Man, returns to Apokolips where Darkseid is behind the plan to turn the public against the heroes.

The Justice League, joined by Firestorm and Cosmic Boy, are defeated by Brimstone and buried in rubble. When Cosmic Boy is able to free himself, the JLA is gone, so he goes to Titans Tower to recuperate.

Batman, Robin, Blue Beetle, and Guy Gardner are all caught in the wave of anti-hero sentiment while stopping crimes and making rescues. Robin is even beaten by an angry mob, while Blue Beetle is wounded by police. Finally with Superman at his side in the White House, the President bows to public pressure and issues an executive order calling for super-heroes to cease all activity.
