This story continues in Justice League America #44.
Synopsis:
Sonar robs a bank. During the robbery he trips a silent alarm. The Justice League arrives as he exits the bank. Sonar uses his tuning fork to shatter nearby windows. While the League takes action to protect bystanders, Sonar escapes with the help of disgraced reporter Wally Tortolini.
Sonar brings Tortolini to an underground bar where washed up super-villains hang out. They join a card game with Brainstorm, Crowbar, Black Mass, and several others. Tortolini wins the game with many of the former villains giving him their specialized weapons.
