The Justice League helps Superman discover his possible alternate origins in the first story of Action Comics #314 following this story.
Synopsis:
Headmaster Mind creates cardial batteries powered by the heart action of super-heroes, and uses them to create disasters which occur whenever a super-powered member of the League uses his abilities. The heroes are forbidden to use their powers by order of the United Nations, and stage a protest against this injunction at the U.N. Plaza.
Meanwhile, non-powered members Batman and Green Arrow are helpless against the villain's criminal "students," the Top, Tattooed Man, and Matter Master. Encouraged by the Caped Crusader and the Ace Archer, the other members strike out after the villains without using their powers. By sheer wit and courage, Atom and Superman capture the Matter Master, Aquaman and Wonder Woman subdue the Top, and Green Lantern and Flash overcome the Tattooed Man.
At the same time, Batman and Green Arrow track down Headmaster Mind and deactivate his machines, and the Justice League is reinstated at a special meeting of the United Nations.
