Synopsis:
The Penguin is paroled from prison and goes into show business. His partner is a talking penguin named Pee-Wee. When members of his old mob demand that he pay them the money he owes them, the Penguin returns to crime dressed as a giant penguin.
The Penguin claims innocence when Batman and Robin question him. The Penguin then arranges for Pee-Wee to be kidnapped. Batman rescues the penguin, then learns that Pee-Wee's talking is a hoax. He has the Penguin arrested and the fraud is proved in court. Penguin is then found guilty and sent back to prison.
