Synopsis:
Snapper Carr becomes a pawn of John Dough, aka "Mr. Average", know as "the most normal man in America", and his campaign to turn the public against the Justice League.
Capturing Batman with Snapper's help, Dough takes the Caped Crusader's place and infiltrates the Secret Sanctuary. He then uses a secret ray-projector to affect the emotions of the crowd at a rally, and the actions of the League members. When Batman escapes his death-trap, however, Dough's schemes are exposed, and his true identity as the Joker is revealed.
